يتضمن هذان المجلدان أعمال الندوة التي عقدتها المنظمة الإسلامية للعلوم الطبية في الكويت خلال الفترة 29 سبتمبر – 2 أكتوبر من عام 1997. وقد تم تنظيم هذه الندوة بالتعاون مع المجمع الدولي للفقه الإسلامي والمنظمة الإسلامية للتربية والعلوم والثقافة (الإيسيسكو). وقد استعرض عدد من الأبحاث المقدمة إلى الندوة القوانين المتعقلة بالصحة العقلية والمعمول بها في عدد من دول الشرق الأوسط وغيرها من دول العالم. بينما ركز الجزء الأكبر من الأبحاث على وضعية وحقوق الأشخاص ذوي الأمراض أو الإعاقات العقلية فيما يتعلق بالزواج والطلاق والإنجاب والتداوي والمسئولية الجنائية والمشاركة في الانتخابات. وقد ذُيِّلَ هذا العمل بعدد من التوصيات الختامية.

This two-volume publication is based on the proceedings of the symposium held by the Islamic Organization for Medical Sciences (IOMS) in Kuwait during the period 29 September-2 October 1997. The symposium was organized in cooperation with the International Islamic Fiqh Academy (IIFA) and the Islamic Educational, Scientific and Cultural Organization (ISESCO). A number of the papers read during this symposium reviewed the codes of law on mental health in different Middle Eastern countries and also on the global level. The larger part of the symposium was dedicated to elaborating on the status and the rights of people with mental health problems or mental disabilities concerning marriage, divorce, reproduction, medical treatment, criminal liability and participating in elections. The publication was appended by final recommendations.
